NCC Revises SIM Registration and NIN Linkage Guidelines

The Nigerian Communications Commission (NCC) has released updated guidelines for SIM card registration and National Identity Number (NIN) linkage to strengthen security and introduce self-help measures. The newly issued “Business Rules” are aimed at supporting the National Identity Policy for SIM card registration and related activities.

A key highlight of the updated rules is the allowance for new subscribers to register or submit and link a new NIN. The scope of the new regulations covers various areas, including NIN-SIM database harmonization, new SIM activation, corporate activations, Internet of Things (IoT) and Machine-to-Machine (M2M) activations, SIM activation for foreigners, mobile number portability, and governance for agents and dealers.

The rules also detail procedures for corporate SIM activations, requiring a primary telecoms master—an executive management staff member—to oversee the process. Machine-to-Machine SIM registrations will only require the NIN of the primary telecoms master.

For foreigners, the rules stipulate that those residing in Nigeria for two years or more must obtain a NIN to register their SIMs. However, foreigners staying less than two years are exempt from the mandatory NIN requirement but must provide justification for their duration of stay.

The NCC also introduced a self-service option for resolving biometric mismatches, but this option is restricted to Communications Service Providers themselves and is not available to agents or third parties.

The updated guidelines are part of the NCC’s ongoing efforts to tighten security and improve the efficiency of SIM registration and NIN linkage in Nigeria.
