The Office of the Head of Civil Service of the Federation (OHCSF) has officially declared that all Federal Ministries and key government offices have transitioned to a fully digital, paperless operational model.
The Head of Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, announced the milestone during a press briefing on Wednesday, stating that all 38 Federal Ministries and Extra-Ministerial Departments (MEMDs) will no longer accept physical paper submissions through their registries.
Mrs. Walson-Jack highlighted that over 100,000 official email accounts have been created for civil servants on the secure GovMail platform, ensuring that all official communication is conducted through authenticated government channels. This move is designed to strengthen sovereignty over official correspondence, enhance inter-agency responsiveness, and reduce reliance on unofficial communication platforms.
The Head of Service also noted that the GovMail system is saving the Federal Government billions of naira annually by eliminating fragmented, agency-specific email subscriptions and licensing costs.
Henceforth, all correspondence to Federal Ministries and Departments must be sent via email to official registry addresses, which are publicly listed on the OHCSF website. Citizens and international partners are advised to submit scanned letters or digital documents rather than traditional mailed letters.
A tracking portal has also been launched, allowing citizens to monitor the status of their correspondence with any Ministry or Department in real time.
To support this digital shift, the government is engaging telecommunications providers to improve internet affordability and connectivity reliability for Ministries and Departments. A sustainable pricing model is also being developed to ensure the long-term viability and scalability of digital platforms across the civil service.
This transition marks a significant step in Nigeria’s public sector reform, aimed at enhancing efficiency, transparency, and cost-effectiveness in government operations. The move aligns with broader efforts to modernize the civil service and promote a culture of innovation and digital inclusion.
