The Lagos State Government has introduced a major overhaul of its waste management system, mandating GPS tracking for all waste disposal trucks and the full digitization of payments for services rendered by Private Sector Participants (PSPs).
Commissioner for the Environment and Water Resources, Tokunbo Wahab, announced the reforms on Wednesday via his official X (formerly Twitter) account, following a high-level strategic meeting with the Association of Waste Managers of Nigeria (AWAM), the Managing Director of the Lagos Waste Management Authority (LAWMA), and the ministry’s Permanent Secretary.
Wahab emphasized that the reforms are aimed at integrating real-time data into a centralized digital platform to enhance monitoring, promote accountability, and boost overall service delivery. He noted that Lagos, as a growing megacity, must modernize its waste management approach for a cleaner and more sustainable environment.
“As custodians of one of the most vital services in our megacity, PSP operators must evolve. Cash transactions must be fully digitalized. Every truck should be GPS-tracked and integrated into a digital portal accessible from any device. We need real-time data, not assumptions,” Wahab stated.
He stressed the importance of enumerating all serviced households and commercial premises to ensure accurate and comprehensive coverage in line with the city’s rapid urbanization. While promising government support for the private operators, the commissioner said that transparency and improved efficiency were now non-negotiable.

In addition to the new tracking and digital payment directives, LAWMA recently announced plans to procure and lease compactor trucks to PSP operators. This move aims to mitigate operational challenges caused by rising diesel prices and foreign exchange fluctuations, despite existing government subsidies.
The Lagos State Government is also looking toward a more sustainable circular economy. LAWMA estimates that the state could generate up to $2.5 billion annually by prioritizing recycling and reuse. Currently, Lagos disposes of about 13,000 tonnes of waste daily in landfills. However, projections suggest that up to 10,000 tonnes could be diverted into productive use through recycling initiatives.
To support this transformation, community recycling centers are being established across the state. These centers will encourage residents to sort waste at the source and exchange recyclable materials—such as plastic bottles, paper, metal, and food waste—for incentives, fostering a more environmentally responsible culture.
