The Economic Community of West African States (ECOWAS) has raised the alarm over the worsening food crisis in the region, urging swift action to prevent millions from facing severe hunger. This warning came during the third meeting of the ECOWAS Regional Food Security Reserve Management Committee in Abuja. Minister of Agriculture and Food Security, Abubakar Kyari, highlighted the urgent need for enhanced strategies to address food insecurity in West Africa and the Sahel.
Kyari, represented by Permanent Secretary Marcus Ogunbiyi, praised ECOWAS leaders for their efforts in establishing the Regional Food Reserve Initiative in 2013, describing it as a vital tool in tackling regional food insecurity. However, he pointed out that ongoing conflicts, economic instability, and climate change have exacerbated food shortages. According to the December 2024 Cadre Harmonisé report, nearly 34.7 million people are in urgent need of food and nutritional aid.
To mitigate the crisis, Kyari called for increased sovereign financing, better management of food reserves, and enhanced strategies to combat market volatility. He acknowledged the progress made through the food security reserve, which currently holds over 74,000 tonnes of food for emergency use across the region, as well as improvements in capacity building, early warning systems, and emergency assistance.
Despite these advancements, Kyari stressed the need for further improvements in governance, operational efficiency, and monitoring mechanisms to ensure a more effective response to food emergencies. ECOWAS Commissioner for Economic Affairs and Agriculture, Massandjé Toure-Litse, warned that if immediate action is not taken, food insecurity could affect up to 47 million people by June-August 2025.
Toure-Litse called for a unified regional response to build long-term resilience and applauded the ongoing support from national and regional institutions, as well as international partners. The meeting aimed to evaluate the Reserve’s operations and develop strategies for 2025 to support the communities most affected by food, nutrition, and pastoral crises.
In closing, Kyari urged committee members and stakeholders to engage in discussions on operational plans and emergency response strategies, expressing optimism that the meeting would provide solutions to strengthen the region’s food security framework. Nigeria reiterated its commitment to supporting regional food security initiatives.
