
The Universal Service Provision Fund (USPF), a division of the Nigerian Communications Commission (NCC), has officially handed over a state-of-the-art Information and Communication Technology (ICT) project to Ogun State Institute of Technology (OGITECH), Igbesa, Ogun State.
The project, known as the Emerging Technologies Centre (ETC), is designed to enhance students’ learning experiences while serving as a hub for digital innovation, research, and development (R&D), ultimately contributing to Nigeria’s economic growth.
A key highlight of the inauguration ceremony, held on Thursday, was the signing of a Memorandum of Understanding (MoU) between USPF and OGITECH. The agreement ensures the effective utilization and sustainability of the ETC, reinforcing the government’s commitment to bridging the digital divide and promoting digital inclusion.
The facility is equipped with 100 desktop computers, cutting-edge technology applications, high-speed internet bandwidth, and connectivity tools, providing students and faculty members with access to advanced digital resources.
Speaking at the handover event, USPF Secretary, Yomi Arowosafe, emphasized that the ETC represents more than just an infrastructure project—it symbolizes a commitment to the future of Ogun State and Nigeria as a whole.
“Under the strategic direction of the Honourable Minister of Communications, Innovation, and Digital Economy, Dr. Bosun Tijani, and the Executive Vice Chairman of the NCC, Dr. Aminu Maida, USPF is mandated to provide ICT access to unserved and underserved communities across the country,” Arowosafe stated.

He highlighted the positive impact of USPF’s various connectivity and access projects across Nigeria’s six geo-political zones, noting that OGITECH, with its student population of 9,300, was an ideal location for such an initiative.
Arowosafe further expressed optimism about the ETC’s potential to drive digital transformation.
“The Centre will not only enhance students’ learning experiences but also serve as a platform for innovation, research, and development. Students will gain hands-on skills in emerging fields such as artificial intelligence, data analytics, and cybersecurity,” he said.
He also emphasized that the facility would enable faculty members to integrate technology into their teaching and research while fostering collaboration with other institutions and industry partners.
Additionally, the ETC is expected to become a hub for entrepreneurship and start-up incubation, creating opportunities for small businesses and young innovators to thrive.
Expressing gratitude on behalf of the institution, Dr. Abiodun Oluseye, Rector of OGITECH, lauded the NCC and USPF for selecting the school as the site for the ETC. He assured that the project would be fully utilized for the benefit of both students and the larger community.
“We are committed to ensuring the sustainability of this project, as articulated in the MoU. It will not only benefit OGITECH but also contribute to the broader socio-economic development of our community,” he said.
The USPF was established by the Federal Government of Nigeria to facilitate universal access to ICT services, particularly in rural, unserved, and underserved areas. The Fund is strategically managed to ensure the widest possible access to affordable telecommunications services, promoting social equity and digital inclusion.
With the handover of the ETC at OGITECH, USPF continues to play a critical role in Nigeria’s digital transformation agenda, empowering students, educators, and entrepreneurs with the tools needed to compete in the global digital economy.
