The Nigerian Senate has renewed its call for stronger data governance frameworks, robust digital legislation, and greater regional collaboration across Sub-Saharan Africa (SSA).
Sen. Salisu Abolaji, Chairman of the Senate Committee on ICT and Cybersecurity, made the remarks in Abuja on Monday at the opening of the Data Governance Initiative Study Tour, organized by the National Data Protection Commission (NDPC) in partnership with the European Union (EU) and GIZ.
Abolaji highlighted Nigeria’s progress in digital transformation, citing key legislations supporting e-governance, cybersecurity, and the growth of the digital economy. He stressed that data and cyberspace are now critical enablers of global economic growth and called for secure, well-managed data systems to unlock Africa’s economic potential.
The Senator also urged African countries to leverage their youthful population to drive innovation in artificial intelligence, digital entrepreneurship, and tech-enabled governance. “We must learn from one another’s experiences, support progressive digital legislation, and implement actionable data governance frameworks that ensure accountability,” he said.
Christelle Onana, Head of the Digitisation Unit at AUDA-NEPAD, echoed the call for inclusive and values-driven data governance. She emphasized the need for harmonized policies that enable cross-border data flows and urged African leaders to focus on the “4Vs” of digital transformation—Volume, Velocity, Variety, and Value—when designing governance systems.
In his welcome address, Dr. Vincent Olatunji, National Commissioner of the NDPC, outlined Nigeria’s progress in implementing data protection laws. He noted growth in data controller registrations, audit filings, complaints resolution, and compliance-driven revenue generation. However, he acknowledged challenges, including retaining skilled professionals who are often recruited internationally after receiving training.
Olatunji stressed the importance of capacity building and collaboration across African nations to strengthen trust, accountability, and agility within the region’s digital economy.
The study tour brought together stakeholders from across SSA to exchange knowledge, explore Nigeria’s digital initiatives, and discuss strategies for advancing data protection and digital sovereignty on the continent.
