Nigeria’s persistent failure to deliver public projects has been linked to the abandonment of legally mandated budget reforms introduced nearly two decades ago, according to a new policy analysis by finance and governance expert Dada Hammed Togunde.
In the analysis, Togunde argued that the country’s budget crisis is rooted not in revenue shortages or corruption alone, but in the systematic disregard for the Medium-Term Expenditure Framework (MTEF), which the Fiscal Responsibility Act establishes as the legal foundation of annual budgeting
He explained that the MTEF was designed to ensure multi-year planning, prevent project abandonment, and impose fiscal discipline by sequencing budget preparation before appropriation. However, he said the framework has been reduced to a procedural formality rather than a binding legal instrument
According to Togunde, this breakdown has allowed the routine insertion of projects at the appropriation stage and frequent budget extensions, fragmenting capital expenditure and spreading limited resources thinly across politically motivated initiatives.
“The budget has become a political marketplace rather than a legal process,” he noted, adding that projects not embedded in an approved MTEF lack legal standing and are unlikely to be completed
He also pointed to inconsistencies between the approved 2026–2028 MTEF and subsequent appropriation proposals as evidence of systemic non-compliance with fiscal laws.
Togunde warned that recent tax reforms expected to boost government revenue could be undermined if increased funds continue to flow into a budgeting system that lacks discipline.
He concluded that Nigeria does not need new fiscal laws but must restore fidelity to existing constitutional and statutory processes to rebuild public trust and improve service delivery in Nigeria
