Nigeria Unveils Comprehensive Strategy to Lead Global WSIS+20 Digital Agenda

In a strategic move to drive the global digital transition, Nigeria has presented a detailed roadmap to localize WSIS+20 commitments, prioritizing infrastructure development, transparent internet governance, and enhanced cybersecurity through multi-stakeholder collaboration.

The strategy was announced in New York during Nigeria’s high-level side event, “Re-Imagining Digital Cooperation for Sustainable Development: From WSIS+20 Vision to Local Action,” reinforcing Nigeria’s role as a key architect of the world’s digital future.

Representing the Director General of the National Information Technology Development Agency (NITDA), Kashifu Inuwa, the Director of Corporate Planning and Strategy, Dr. Dimie Shively Wariowei, explained that Nigeria’s plan aligns with the four core activity areas of the WSIS+20 review process. This structured approach ensures global digital commitments translate into measurable national outcomes, fostering inclusive growth and sustainable development.

Inuwa emphasized digital infrastructure as the cornerstone of Nigeria’s digital inclusion efforts. He acknowledged persistent challenges in reaching underserved and remote communities, including connectivity gaps, affordability issues, and low digital literacy.


To address these, Nigeria is advancing a collaborative Public-Private Partnership (PPP) model, supported by a major World Bank-backed fibre-optic project spanning approximately 90,000 kilometres nationwide.

Additionally, Nigeria’s current National Broadband Plan is being renewed to guide the next five years of broadband expansion, aiming to significantly increase penetration and drive economic growth.

On internet governance, Inuwa highlighted Nigeria’s active participation in the Internet Governance Forum (IGF), including hosting its national IGF. This multi-stakeholder platform brings together government, private sector, civil society, and technical experts to shape informed policy dialogue.

Cybersecurity remains another critical focus, with Nigeria leveraging its existing Cybersecurity Act and pursuing an updated legal framework currently before the parliament. These measures aim to safeguard digital infrastructure and protect users amid growing internet adoption.

Inuwa outlined Nigeria’s ambition to lead digital cooperation across Africa through inclusive engagement. He stressed the importance of coordinated national data collection to track progress and articulate Africa’s digital development narrative globally.

Sustained follow-up actions from the WSIS+20 review, he noted, will enhance collaboration among African nations and ensure global commitments yield tangible local and regional impact.

Ms. Jennifer Chung, Co-Convener of the Informal Multi-Stakeholder Sounding Board (IMSB), commended Nigeria for its inclusive approach and commitment to implementing WSIS+20 outcomes. She emphasized the growing need for localized follow-up mechanisms—such as IGFs and youth-led forums—to monitor progress toward the 2030 Agenda and Africa’s Agenda 2063.

Chung also pointed to shared challenges across the Global South, including the need for affordable connectivity and meaningful access to emerging technologies like AI. She praised the innovative, multi-stakeholder model of the WSIS+20 review and called for continued collaboration to turn global commitments into local action.

Nigeria’s strategy marks a significant step in shaping a resilient, inclusive, and secure digital future, both for the nation and the broader African continent.
