The Nigerian Communications Commission (NCC) has officially set September 14, 2024, as the final deadline for the mandatory linkage of Subscriber Identification Modules (SIMs) to National Identity Numbers (NINs). The announcement was made in a statement released on Wednesday, August 28, 2024.
According to the NCC, over 153 million SIMs have been successfully linked to NINs, reflecting a significant compliance rate of 96%, up from 69.7% in January 2024. The Commission emphasized that this final phase is crucial for enhancing the trust and security of Nigeria’s digital economy, as the complete linkage of all SIM cards to NINs helps to verify mobile users, reduce fraud and cybercrime, and bolster confidence in digital transactions.

The NCC also revealed that, in collaboration with the Office of the National Security Adviser (ONSA) and the National Identity Management Commission (NIMC), they have uncovered alarming instances where individuals possessed more than 100,000 SIM cards. The Commission reaffirmed its commitment to cracking down on the sale of pre-registered SIMs in order to safeguard national security.
Mobile Network Operators (MNOs) have been directed to complete the mandatory NIN-SIM verification by September 14, 2024. From September 15, 2024, all SIMs operating in Nigeria are expected to have a valid NIN linked.
The NCC urges all individuals who have yet to complete their NIN-SIM linkage to do so promptly, either through their service providers or via approved self-service portals. The Commission also reminded the public that the sale and purchase of pre-registered SIMs are criminal offences and encouraged citizens to report such activities.
The Commission expressed its gratitude to the public for their continued cooperation in strengthening Nigeria’s digital ecosystem.
