NASENI Emphasizes Need for Professional Proficiency in Procurement Management

The Executive Vice Chairman/CEO of the National Agency for Science and Engineering Infrastructure (NASENI), Mr. Khalil Suleiman Halilu, has underscored the importance of high-level professional proficiency and technical expertise in procurement management to achieve the agency’s goals. Speaking at the opening ceremony of the 2024 three-day in-house training for procurement officers and staff, Halilu highlighted that enhancing procurement management is crucial to fulfilling the agency’s overall mandate and supporting President’s Renewed Hope Agenda.

In his welcome address, Halilu noted that the training is aimed at equipping procurement officers with the necessary professional capacity to manage NASENI’s procurement processes effectively while adhering to the Public Procurement Act of 2007. He emphasized the agency’s commitment to full compliance with the Act and stated, “The importance of the workshop cannot be overstated, particularly for newly hired or deployed officers. It is essential that incumbent officers are trained and retrained to align with NASENI’s vision and mandate.”

Halilu encouraged participants to actively apply the knowledge gained from the training to improve their daily work and enhance service delivery. He urged them to take the training seriously and benefit from the expertise of the resource persons.

In a keynote address delivered by Dr. Adebowale Adedokun, Director of Training at the Bureau of Public Procurement (BPP), he emphasized NASENI’s crucial role in national infrastructure development. He stated that building skills and competencies is vital for executing transparent and efficient public procurement processes that ensure value for money.

Adedokun stressed that all government agencies must adhere to the Secretary to the Government of the Federation (SGF) Circulars regarding procurement plans and records. He reiterated that procurement processes cannot begin without a properly approved procurement plan via the NOCOPO system, and each agency must have a full-fledged procurement department staffed by BPP-trained and certified officers.

He called on NASENI to exercise diligence and care in its public procurement responsibilities, emphasizing the need for accountability, ethics, and integrity. Adedokun expressed hope that by the end of the training, participants would address any factors hindering effective procurement performance and budget implementation.
