The Lagos State Infrastructure Maintenance and Regulatory Agency (LASIMRA) has unveiled plans to initiate the Lagos City Mast and Tower Enumeration Project, an ambitious effort to establish a comprehensive registry of all communication towers and masts throughout Lagos State. The project, set to begin on February 1st, 2025, will span three months and is being undertaken in partnership with the Association of Licensed Telecommunications Operators of Nigeria (ALTON), with the endorsement of the Nigerian Communications Commission (NCC).
In a joint statement issued by the General Manager/Chief Executive Officer of LASIMRA, Prince Oyekanmi Elegushi, and the Chairman of ALTON, Engr. Gbenga Adebayo, it was emphasized that the initiative seeks to address public safety concerns, particularly in relation to abandoned communication towers.
Explaining ALTON’s support for the project, Engr. Adebayo pointed out that numerous towers are owned by entities other than telecommunications operators, including broadcasting companies (television and radio stations), government agencies, emergency services, financial institutions, and private security firms. He noted that this often leads to a public misconception that all towers are the property of network operators. “This enumeration will serve to clearly differentiate between telecom operators’ towers and those owned by other stakeholders, facilitating improved regulatory oversight, better infrastructure management, and providing a basis for action by the Lagos State Planning Authorities,” he said. Adebayo further underscored that the collaborative initiative, jointly backed by the State Government and telecom operators, reflects a commitment to self-regulation, proactive risk management, and the protection of the public interest. He added that strengthening the infrastructure in Lagos and across Nigeria would enhance industry-led solutions, bolster the reputation of telecom operators, and foster stronger relationships with regulators and other key stakeholders. “Through this project, we aim to enhance public safety, promote environmental sustainability, and ensure adherence to regulatory standards,” he said. “This initiative will also establish a framework for similar projects in other major cities across Nigeria as we move towards Phase 2.”
For his part, Prince Elegushi, CEO of LASIMRA, highlighted that the primary aim of the enumeration exercise is to update the agency’s database with accurate, up-to-date information on all communications, telecom, radio, television, and security infrastructure across the State. This initiative will not only improve regulatory oversight but also ensure the safety and well-being of Lagos residents by identifying and addressing any potential structural or environmental hazards related to towers and masts.
