ITU: $2.8 Trillion Needed for Universal Internet Access by 2030

Achieving universal internet access by 2030 will require a staggering $2.8 trillion investment, according to a new report released by the International Telecommunication Union (ITU) in collaboration with Saudi Arabia’s Communications, Space & Technology Commission (CST).

The Connecting Humanity Action Blueprint outlines the financial and logistical challenges of extending meaningful connectivity to the world’s 2.6 billion people still offline, stressing that the bulk of the funding must go into digital infrastructure, device affordability, and digital literacy programs.

The breakdown of investment includes:
• Digital Infrastructure ($1.5–$1.7 trillion): Expanding broadband networks, including fiber optics for cities, 4G fixed wireless for rural areas, and satellites for remote locations.
• Affordability ($983 billion): Making smartphones and broadband services accessible in low-income regions.
• Digital Skills ($152 billion): Training people to use the internet effectively for education, jobs, and social inclusion.
• Policy and Regulation ($600 million): Updating global policy frameworks to spur innovation and efficiency.

ITU Secretary-General Doreen Bogdan-Martin said the investment is critical for building a “prosperous digital future for all,” while CST Acting Governor Eng. Haytham AlOhali noted that the estimated cost has quintupled since 2020, underscoring the urgency of global cooperation.

The report calls for public-private partnerships and innovative business models to close the digital divide and ensure that no one is left behind in the fast-accelerating digital economy.
