
The Nigeria Customs Service (NCS) has recorded a landmark revenue of N1.3 trillion in the first quarter of 2025, more than doubling the N600 billion generated during the same period in 2023. Comptroller-General of Customs, Bashir Adewale Adeniyi, attributed the milestone to transformative reforms implemented under President Bola Tinubu’s Renewed Hope Agenda.
Adeniyi made this disclosure in a soon-to-be-released State House documentary marking the President’s second year in office. He said the revenue leap was not driven by higher import volumes — which have declined due to forex challenges — but by enhanced efficiency, transparency, and enforcement.
“This growth is a direct result of technology adoption, improved port operations, and strict action against revenue leakages,” he said.
Central to the Customs Service’s future, according to Adeniyi, is the upcoming launch of the $3.2 billion E-Customs Modernisation Project. The initiative is designed to digitise cargo processing, surveillance, and payment systems across Nigeria’s ports and borders. Adeniyi projected that, over the next two decades, the project could generate a cumulative $250 billion in revenue.
He also highlighted the roll-out of the Authorised Economic Operator (AEO) Programme, which offers pre-vetted, compliant importers expedited cargo clearance, reducing delays and congestion at the ports.
Customs anti-smuggling operations have been intensified, with over N64 billion recovered from under-assessed imports in the last nine months. Major smuggling rings at Seme, Idiroko, Katsina, and Sokoto borders have also been dismantled, aided by coordinated joint border patrols with the Nigerian Army, DSS, and Police.
“We’re no longer just chasing smugglers in the bush,” Adeniyi said. “We’re using data analytics, drones, and real-time intelligence.”
To streamline trade and reduce clearance times, the Service is fast-tracking the implementation of the National Single Window a digital platform that integrates all agencies involved in cargo clearance. Adeniyi noted that clearance times at Apapa and Tin Can Ports have dropped from 21 days to 7–10 days for compliant importers.
The Customs boss also revealed that fast-track lanes have been introduced for agro-exports, with the agency working closely with the Nigerian Export Promotion Council (NEPC) to bolster non-oil exports. In 2024, Nigeria formally exported over N340 billion worth of solid minerals and agricultural commodities, a 38% increase over the previous year.
Internally, the NCS is undergoing significant transformation, with more than 1,800 officers trained in artificial intelligence, risk profiling, and data analytics. “We are becoming an intelligence-led organisation,” Adeniyi said.
He concluded that the Customs Service is delivering on President Tinubu’s directive to block leakages, facilitate trade, and boost revenue without placing undue burden on Nigerians. “The results are beginning to speak for themselves,” he said.
