NASENI Trains Procurement Officers on Global Standards and Best Practices

The National Agency for Science and Engineering Infrastructure (NASENI) is organizing a three-day in-house procurement training for procurement officers and other relevant staff across the NASENI system. The training, scheduled from October 8 to 10, 2024, at the NASENI Headquarters, aims to equip participants with global best practices in procurement and enhance their capacity to align with modern standards.

The training targets not only procurement officers but also staff from various departments including Accounts, Audit, Legal, Media, and Planning. The Executive Vice Chairman/Chief Executive Officer of NASENI, Mr. Khalil Suleiman Halilu, will deliver the keynote address, while Mr. Olusegun Omotola, Acting Director General/CEO of the Bureau of Public Procurement, will officially declare the training open.

The primary aim of the training is to ensure compliance with the 2007 Procurement Act, along with other regulations, enabling NASENI to remain on the right track in procurement operations. The Director of Procurement at NASENI, Dr. Mohammed A. Mohammed, emphasized the need for this training to keep up with changes in technology and procurement practices, particularly given NASENI’s unique focus on science and engineering.

Dr. Mohammed explained that almost 75-80% of NASENI’s activities revolve around science and engineering, and the procurement needs are different compared to other sectors like works and raw materials. He underscored the importance of continuous capacity building to cope with these specialized requirements.

He further stated that procurement is governed by law from start to finish, necessitating regular training for officers to stay updated with new trends. The training will be facilitated by experts, with 95% of the resource persons coming from the Bureau of Public Procurement (BPP), in line with an agreement to enhance NASENI’s procurement capabilities.

Mr. Adekoya Olatunji, a BPP consultant, also commended NASENI’s efforts, stating that the training would help ensure strict adherence to the Procurement Act. Topics covered in the training will include effective procurement practices, procurement planning, record-keeping procedures, and contract agreements, under the theme: “Building the Best Procurement Operations in NASENI System-Wide.”
